1、人民日报海外版消息，专家指出，当前中国经济正处于新旧动力转换的关键期，推进供给侧结构性改革要求货币政策既不能“放水刺激”，也不能过于紧缩。因此，尽管未来货币政策制定会将各种最新情况考虑在内，但稳健仍然是中国货币政策主基调和关键词。

2、央行樊纲建议，要进一步改进中国的外汇体制，第一步就是不要再回到盯住美元的制度，而是与各国货币相关联，从而推动越来越多的国家因为储备功能而使用人民币，让人民币的国际化真正上升到新水平。国际收支平衡更有利于中国的平衡发展，而解决国际收支顺差的一个途径就在于让居民有更多的对外投资选择。

3、外管局消息，9月，中国外汇市场总计成交11.69万亿元。其中，银行对客户市场成交2万亿元，银行间市场成交9.69万亿元；即期市场累计成交4.98万亿元，衍生品市场累计成交6.71万亿元。
State Administration of Foreign Exchange (SAFE) news, in September, the total turnover of Chinese foreign exchange market was 11.69 trillion yuan. Among them, the bank to customer market turnover was 2 trillion yuan, the inter-bank market turnover was 9.69 trillion yuan; the cumulative turnover of spot market was 4.98 trillion yuan, the total turnover of derivatives market was 6.71 trillion yuan.


4、外管局资本项目管理司司长郭松表示，面对新环境、新形势，外汇管理部门努力统筹好“推改革”与“防风险”的关系，维护国际收支基本平衡和外汇市场稳定，在守住风险底线的同时，继续坚定、科学、有序推进资本项目可兑换。当前资本项目可兑换程度已经达到相当水平，未来将研究探索跨境资产转让、完善国内外汇贷款管理等措施。

The current capital account convertibility has reached a considerably high level, in the future, measures for cross-border asset transfer, improving domestic foreign exchange loan management and other measures will be studied and explored.


5、证券时报消息，据环球银行金融电信协会发布报告显示，9月，人民币在全球支付货币中的占比为2.03%，环比上升0.17个百分点，全球排名维持在第五位。在过去两年里，全球使用人民币作直接支付的比率持续上升，增长来自包括新加坡、英国及韩国等在内的主要人民币清算中心，最近美国设立了人民币清算中心，将有助于增加人民币在国际上的使用。

6、国务院同意建立由发改委牵头的积极稳妥降低企业杠杆率工作部际联席会议制度。该联席会议制度的主要职责包括研究拟定《国务院关于积极稳妥降低企业杠杆率的意见》、组织开展市场化银行债权转股权试点等。

7、第一财经消息，10月26日，国资委表示，将再一次对改革监督体制机制，充分发挥监事会作用，新设三大监督局，并建立监视工作三大平台。这一举措，也是新一轮国资改革后国资监管方面的重大改革。

8、普华永道表示，1－9月，中国企业海外并购的交易总金额逾1600亿美元，超过2014年和2015年两年的合计。其中单笔金额超过10亿美元的大额交易逾30宗。此外，中国政府担心国内资本通过虚假交易流向境外，即企业为对冲人民币贬值风险而通过收购国外壳公司将资产转移至境外，所以政府已出台针对中企境外交易更严苛且更为费时的审查举措。
PricewaterhouseCoopers International Limited (PwC) said that from January to September, China’s enterprise overseas M & A transactions totally amounted more than 160 billion US dollars, succeeding the amount of 2014 and 2015 combined. Among them, there were more than 30 large transactions each involving more than $ 1 billion. In addition, the Chinese government was concerned about domestic capital flowing abroad through the false transactions, that is, companies hedge RMB devaluation risk through the acquisition of shell companies to transfer assets overseas, so the government has introduced more stringent and more time-consuming review measures for the overseas trades of Chinese enterprises.


9、央行马骏表示，今年GDP增长6.7%基本已成定局。初步预期明年CPI涨幅将略高于今年，PPI涨幅预计明年全年平均将为正值。货币政策肯定要考虑对房地产价格的影响，房地产调控政策还是因城施策。人民币10月以来的贬值主要可以用美元指数的升值来解释，如果外资持续进入中国债券市场，将支撑人民币汇率。

10、财政部消息，1-9月，国有企业营业总收入327015.8亿元，同比增长0.8%；国有企业利润总额17206.8亿元，同比下降1.6%。9月末，国有企业资产总额1287677.9亿元，同比增长9.7%；负债总额853448.5亿元，同比增长9.9%。
